"Downloads allowed" refers to how many paid units you can sell of your finished record. Basic allows 2,000 paid sales, Premium allows 3,000, and Unlimited is completely uncapped. This covers paid digital sales (iTunes, Bandcamp) and physical media (CDs, vinyl). Free promotional downloads never count against this limit, and streams are tracked separately.
